Mr. Ricardo R. CascoMr. Ricardo R. Casco holds a Master’s Degree in Business Administration, Bachelor of Arts in History & Political Science and Bachelor of Science in Commercial Accounting from De La Salle University. As a Certified Public Accountant, he worked as an auditor for three years in the private sector. He started his almost 20 years career in the Philippine Overseas Employment Administration (POEA) in late 1984 as a market research officer at the Marketing Branch. He was a regular trainer for career diplomats at the Foreign Service Institute, a practicing certified assessor for the eligibility process of Career Executive Service Officers in the civil service and a practicing ILO- trained Programme Manager conducting the Basic Management Course for Labour Administrators. In 1998, he earned the DOLE Kapwa Award for championing the cause of change in the bureaucracy. He held leaderships in employees association and cooperatives for several years.

In 2004, he joined the International Labour Organization to manage a project for the protection of domestic workers from forced labour and trafficking. He obtained special training on Forced Labour and Trafficking at the ILO in Switzerland in 2005 and at the International Training Center in Turin, Italy, in 2006. Before he joined the International Organization for Migration in 2007, he worked as a consultant on project resource mobilization, competitiveness bid of ship crewing industry, government reorganization and retrenched workers adjustment program. He has contributed papers and articles in select number of publications. He is presently, the Labour Migration Specialist of the IOM-MRF Manila managing, among others, a European Commission/AENEAS-funded project on “Improving Knowledge of Remittance Corridors and Enhancing Development through Inter-Regional Dialogue and Pilot Projects in South-East Asia and Europe (special focus on the Philippines and Indonesia”.
